18%, charged under the federal Sales Tax Act 1990 and administered by FBR. A small list of specified "luxury" goods, mostly imported, is taxed at 25% instead, and some raw materials and inputs qualify for reduced rates under the Eighth Schedule.
16% is the standard rate under the Punjab Revenue Authority (PRA), which applies to most services by default. Several specific categories, including accountancy, audit, and tax consultancy services, carry a reduced 8% rate, while others such as IT-enabled services and ride-hailing sit at 5%.
Sales tax on goods is a federal tax charged by FBR under the Sales Tax Act 1990. Sales tax on services is a provincial matter: in Punjab it's the Punjab Revenue Authority (PRA), while Sindh, KP, and Balochistan each run their own broadly similar authority and rate table.
