Registering for an NTN is only the first step. FBR does not treat you as an active taxpayer until you file your annual income tax return, individuals by 30 September and companies by 31 December each tax year. Only taxpayers who have filed appear on the Active Taxpayer List (ATL), and it's ATL status, not simply holding an NTN, that determines the withholding tax rate you pay on banking transactions, property and vehicle purchases, dividends, and many other dealings.
Non-filers are charged materially higher withholding tax on the same transactions, and rates are revised periodically under each year's Finance Act.
